A Coalition Rooted in Community

Neighbors Not Profits is a coalition of housing, labor and community advocates fighting against profit-driven displacement and for truly affordable housing in New York City.

We believe our neighborhoods should serve the people who live and work in them — not real estate speculators, short-term rental platforms, and corporate landlords. Together, we are building the political power to make that vision a reality.

Our coalition includes unions, tenant unions, legal aid organizations, and community groups from every corner of the five boroughs.

What Deregulation Does

Bad for Renters. Bad for Homeowners. Bad for Communities.

Last year, 175 government agencies, labor unions, tenants, community groups, housing rights activists, racial justice organizations, and homeowners testified in opposition to short-term rental deregulation. Despite this, the bill’s sponsor is now trying to force through this dangerous and deeply unpopular policy ahead of the World Cup so property owners can make a killing on the short-term rental market during the tournament–with complete disregard for the irreparable damage that will be done to our city. 

Deregulation will raise rents and increase costs for homeowners, while displacing the very working class families Airbnb claims to be protecting. If this bill passes, it will leave up to a million New Yorkers who are disproportionately Black and low-income at immediate risk of displacement, cause irreparable challenges for current and future homeowners, and make life significantly harder for communities across the five boroughs. 

  • Short-term rental deregulation is bad for renters: A report showed that between 2009 and 2016, approximately 9.2% of the citywide increase in rental rates could be attributed to Airbnb. 
  • Short-term rental deregulation is bad for homeowners: Short-term rentals can cause increased insurance costs and coverage gaps, which leads to financial risks and serious cost increases for both the owner and their neighbors, such as denied claims, reduced liability coverage, higher deductibles, or even policy cancellation. 
  • Short-term rental deregulation is bad for communities: A 2022 study found an association between short-term rentals and increased criminal activity, public intoxication and other public nuisances.

Airbnb Will Wreck New York City's Neighborhoods

Airbnb's latest attempts — Intros 948-A and 1107-A — are last-ditch efforts to undo hard-won housing protections. Under these bills, nearly every unit of permanent housing could be converted to a short-term rental.

Homeowners have the right to notice, court process, and foreclosure defense resources like the Homeowner Protection Program (HOPP). The Homeowner Protection Program (HOPP) is a statewide network of more than 90 trusted legal services and housing counseling organizations dedicated to helping homeowners at risk of foreclosure stay in their homes. HOPP provides comprehensive, free support including assistance with loan modification applications, direct legal representation in foreclosure proceedings, tax lien resolution, and one-on-one homeownership counseling.

If you are a tenant facing eviction in New York City housing court, you have the right to a free attorney. Call 311 to be connected with a free legal services provider through the Right to Counsel program.

Communities Resist

Eviction Defense

Legal services organization providing free eviction defense and housing stability support to low-income New Yorkers. Communities Resist combines direct legal representation with tenant organizing to fight displacement at the building and neighborhood level.

Affordable Housing

Faith-based community organizing for affordable housing across New York City. CUFFH advocates for tenants, fights displacement, and builds power in low-income communities and communities of color through education, organizing, and direct action.

NYC Human Resources Administration (HRA)

City agency administering emergency rental assistance programs, CityFHEPS housing vouchers, and other benefits for eligible low-income New Yorkers. Apply online or visit a local HRA office.

Community organization rooted in Williamsburg, Brooklyn serving Latinx communities. Organizes tenants facing displacement and gentrification and connects residents with housing, health, and educational resources.

Displacement

Self-organized tenants fighting displacement and gentrification in Crown Heights, Brooklyn. Provides support for building-level organizing, lease education, and collective bargaining with landlords.

Make the Road New York

Tenant Rights

New York's largest membership-based community organization, serving primarily Latino and immigrant working-class families. Provides housing legal services, tenant organizing, and Know Your Rights education in Spanish and English.

The Legal Aid Society

Eviction Defense

Free civil legal services for low-income New Yorkers, including housing court representation, eviction defense, and emergency housing assistance. The largest provider of tenant legal services in NYC.

Know Your Rights

As a tenant in New York City, you have powerful legal protections. Whether you're facing eviction, a rent increase, or landlord harassment — know your rights and fight back.

You can also report suspected illegal short-term rentals. If you think a unit is being used as an illegal short-term rental, call 311 or report it online. Most short-term rentals are illegal under New York City Local Law 18 unless the host is present.

If your apartment is rent stabilized, your landlord can only raise your rent by amounts set annually by the Rent Guidelines Board. You have the right to renew your lease, and your landlord cannot refuse without cause.

If you've been illegally overcharged, you may be entitled to a refund of up to 6 years of overcharges plus treble damages for willful overcharges. Contact a tenant rights organization to find out if your apartment is rent stabilized.
